Over the past four decades, the State of North Carolina had acquired 23 acres of Downtown Raleigh property for their use as part of the State Government Complex. This property contained 33 historic structures and covered two National Register Historic Districts. After decades of using these historic homes as office space, the Legislature decided to sell the property to a private developer to create a dynamic mixed-use urban neighborhood of housing, office, retail and restaurant space, utilizing these historic buildings and infilling new construction on what had been used as surface parking.
Working with LNR, a national developer, Clearscapes created an overall concept plan that utilized the historic structures and proposed major new infill construction. This plan required the relocation of eight historic buildings and the demolition of six non-contributing structures.
