Having outgrown the various small commercial buildings that the Town of Zebulon had been using for their administrative needs, the Town embarked on creating a town hall and police department headquarters to serve this growing community. The historic Wakelon School, located on the edge of the Central Business District on the main thoroughfare into Downtown, had been renovated by GlaxoSmithKline as a training facility 20 years ago and was no longer needed for that purpose. The Town successfully negotiated a price to acquire the building and grounds, and embarked on a programming and feasibility design process to evaluate the building's potential for this conversion.
Meeting with all of the Town's agencies to establish their present needs and growth possibilities, Clearscapes developed a detailed program for the facility. Developing a thorough analysis of the building's existing condition, documenting its strengths and weaknesses, allowed for a thorough understanding of the building's opportunities.
Creating a long-term master plan of how to facilitate the Town's needs into the historic structure, and developing accurate cost estimates, allowed the elected officials to evaluate the appropriateness of this project and to set up a successful bond referendum.
